Strong quake jolts Japan, felt in Tokyo

TOKYO, Aug 11 (Reuters) - A strong earthquake with a preliminary magnitude of 6.6 jolted eastern and central Japan on Tuesday, a government agency said, rattling houses in Tokyo.

The quake, which struck at 0507 a.m. (2007 GMT, Monday), prompted a tsunami warning for waves of up to 50 cm (20 inches) for parts of the Pacific coast, the Japan Meteorological Agency said on its Website (www.jma.go.jp).

A highway was closed and a Chubu Electric Power (9502.T) nuclear power station at Hamaoka shut two units for safety checks.

The focus of the tremor was 20 km (12 miles) deep under Shizuoka prefecture, around 150 km (90 miles) southwest of Tokyo, the agency said.

CHEYENNE, Wyo. (AP) - Add tree fungus to grizzly bears, mountain lions and rattlesnakes on the list of wild things in Wyoming that can kill you.

A tree recently smashed the tent of Pat Schneider, of Benld (ben-ALD'), Ill., while she was camping in Shoshone National Forest. The tree fell during a storm and Schneider says she's glad she'd taken shelter from the weather inside a car and not inside her tent.

The tree was 1 of 19 that fell at two campgrounds in July, prompting the campgrounds' closure.

All the trees were green and alive and what caused them to fall was a mystery at first.

Forest officials have determined that a fungus weakened the trees' trunks and roots. Rangers plan to reopen the campgrounds after removing 52 trees with the fungus.

As a national video shows, these encampments have much to commend them. But they are no substitute for more permanent living places.

"Scraping By: Portraits of Life during the Great Recession," by filmmaker Stewart Thorndike, is a documentary op-ed posted at the online New York Times. It takes viewers on a quick tour through Tent City 4, located about a mile from Microsoft on the grounds of St Jude's Catholic Church in Redmond. Nearly 100 people live there, most having lost jobs and homes during the past year — Eastside unemployment is almost 10 percent. The encampment is full, and newcomers are turned away every night.

Thorndike shot the film in early August on a sunny day, so the encampment looks attractive in its bright, leafy surroundings. Nobody’s shivering in wet sneakers and bedraggled parka. The blue tents are airy and translucent, the washroom looks pristine, and a space adventure DVD fills a small screen above bookshelves in a tent large enough for community gatherings. Rain will turn the grassy paths between the tents to mud, as happened in the field south of Seattle that Nickelsville occupied after its move from a U-District church parking lot. But for now a TC4 resident can sit outside his home, wrinkling his brow at the sun as he ponders his jobless state.

King County has three organized tent cities: TC3, TC4, and Nickelsville. (TCs 1 and 2 opened late in the 1990s without legal status and were eventually shut down.) These encampments are resident-run. Before moving in, each person undergoes background checks, agrees to obey strict community rules, and commits to sharing in responsibilities that include security, general management, and cleanup.

Tent cities are no substitute for residential neighborhoods or apartment buildings, but the current economic downturn, combined with the region’s perennial scarcity of affordable apartments and homes, makes this free low-barrier housing seem a necessary stopgap. Many homeless people would choose living in a tent in a well-run encampment over spending a night at a time in a Seattle city shelter, where one lies down beside strangers in a big barracks-style room. When a shelter closes in the morning, people generally must leave without a guaranteed bed for the following night and carry their belongings with them.

But tent cities provide a place of one’s own 24/7, with the dignity afforded by some privacy and a chance to arrange a few possessions in a homelike way. Residents come and go as they wish, leaving their things safe in their tent. Single women feel protected by security staff and regulations. Some homeless individuals refuse to live in a tent city because they’re forbidden to use street drugs or alcohol within the encampment or to come home high. Their decision to pass up the opportunity is fine with most residents, who appreciate rules ensuring good neighborly behavior in fragile circumstances.

Temporary dwellings such as those featured in a December Crosscut article (“A better way to help the homeless”) could fill the growing need for stopgap housing in the Puget Sound region. The article explains how architect Gregory Henriquez’s design for temporary villages of modular units on city sites could house Vancouver, B.C.’s homeless population during the 2010 Olympic Games. Vancouver city officials don’t want to spend millions on plush arrangements for visiting athletes while leaving their own citizens out in the cold. The dwellings are simple, sturdy portable units like ones that mining companies deploy for workers in remote areas.

But even the most Spartan structure costs money to build. In harsh economic times, rising numbers of people in King County who have lost their homes lack affordable alternatives to sleeping under a bridge. The tent city alternative is on the increase partly because an encampment on church-owned land is cheap to operate. At TC4, just $5,000/month covers the costs of showers, portable toilets, rubbish disposal, etc., for 100 people. SHARE (Seattle Housing and Resources Effort), a nonprofit, provides the funding.

Despite its ambitious subtitle Thorndike’s film (the first in a series that he is producing on life during America’s economic crisis) is just a glance at TC4 — a series of impressions less than five minutes long that doesn’t pretend to capture the whole scene or the societal issues it raises. Of the dozen or so faces appearing in the film all but one are white, although according to the King County Committee to End Homelessness 57 percent of the more than 8,000 individuals in the county who are homeless on a given night are people of color.

TC4 residents in the film include an ex-transportation planner with a degree in archaeology and a Tucson ranch hand whose employer was bought out. Two women appear, a fresh-faced college graduate unable to find work and a mother who lost her job, house, and car four months ago. On camera the mom chatters to her small son about the way they’ve arranged their belongings in their tent, trying to normalize the experience for him and make it feel safe and comfortable.

It stands to reason that children who internalize homelessness as a viable way of life will be more likely to fall back on it when they’re adults facing serious economic stress. I know an impoverished Nickelsville family of four that has vainly sought housing for more than a year. The parents, married 17 years and still obviously in love, have a son in middle school and a teenage daughter who will soon feel old enough to leave the family and make her own way.

What expectations will she have of herself and her prospects? Kids are adaptable, and today’s homeless kids are adapting to their circumstances. They’re forming daily habits as well as ideas that will be hard to change — about their future roles in the world, about human dignity, and about their nation’s values and priorities.

Immigration and Customs Enforcement (ICE) Freed Violent Illegal Aliens -- Data released by Immigration and Customs Enforcement (ICE) show an alarming number of violent illegal immigrants being released from custody due to lack of space and funding. PHUKET CITY: The tsunami direct detection buoy launched from Phuket in 2006 is inoperable because the Thai agency responsible for maintenance has not been able to replace its battery, the Gazette has learned.

The Deep-ocean Assessment and Reporting of Tsunamis (DART) buoy was put into place 600 nautical miles northwest of Phuket early in December 2006.

After its deployment, maintenance of the buoy fell to the Thai government.

Funded by the US government’s USAID program, the buoy was the first of its kind deployed in the Indian Ocean.

It is linked to a highly-sensitive pressure sensor on the seabed that measures the mean height of the water column above.

This information is relayed to a satellite that links to the US government tsunami warning center in Hawaii.

Supplied as part of US$16.6 million in funding for the US Indian Ocean Tsunami Warning System (IOTWS) Program, the buoy gave Thailand for the first time the ability to detect directly any tsunami waves before they hit land. That ability is now history, the victim of a dead battery.

According to the US Government’s National Data Buoy Center, the buoy sent out the last of its 15-minute-interval signal messages on June 16 this year.

Chotenarin Kerdsom, who heads the Department of Disaster Prevention and Mitigation Phuket Office (DDPM-Phuket), confirmed that the buoy’s battery is dead.

“The original battery was designed to power the unit for one year, but fortunately it ran for two years. If we install a new battery it will resume sending its signals,” he said.

The National Disaster Warning Center (NDWC) that is now responsible for maintaining the buoy has yet to get budget approval to install a new battery, he said.

“They will have a chance to get a budget in fiscal 2010, but it will require approval from the Budget Bureau,” he said.

The buoy is not under Thailand’s complete ownership. The signals it transmits are first received at the US Government’s Pacific Tsunami Warning Center in Hawaii before re-transmission to Thailand, Mr Chotenarin explained.

The battery required is not expensive, but the mission to replace it would require a budget of at least 10 million baht, he said.

The buoy is in international waters and the round-trip mission would take at least five days using a large ship, preferably under escort of a Navy vessel to protect it from pirates, he said.

Until the existing buoy gets a new battery, the NDWC will have to rely primarily on seismic information when deciding to issue a tsunami alert, he admitted.

A Missouri man driving his John Deere tractor from his home in Willow Springs, Missouri to Washington DC is making a stop in our region July 25th. The Gulf War Veteran says he's at a breaking point because he claims he is disabled, but not getting disability benefits from his country.

As a result he can't afford to fix his car so his only remaining mode of transportation is his tractor. Letterman's tractor tops out at about 20 miles per hour. He plans on driving between 10 and 14 hours a day. He is making his way to DC because he doesn't know where else to turn. "This is probably the last fight left in me. I've suffered 2 heart attacks with in the last 60 days. You know its just a matter of time," said Matthew Letterman sitting near his tractor.

He claims the VA has denied him disability after he was declared unfit to work in his profession. His ailments include COPD, congestive heart failure, and he's on 19 different medications.

He blames the ailments on the chemicals he was exposed to during his 1991 wartime service for the US Army in the Mideast and with 5 kids to support he's running out of money. "If they've done this to me how many other guys out there has been down the same road," said Letterman.

He leaves from Metropolis, Illinois July 26th and hopes to pull into our nation's capitol either Wednesday night or Thursday. "I've made it this far I'm going to make it the rest of the way, if Lord willing," Letterman said.

When he gets to Washington DC he will try to talk with Missouri Representative Joann Emerson, Senator Kit Bond, and other key political leaders to lobby for disability benefits for all veterans.

President Barack Obama’s national security adviser, General James Jones, discussed the matter with officials this week during a visit to Brazil. He said the US Export-Import Bank already has signed a letter of intent in that regard with Brazilian state oil company Petrobras.


Petrobras global operations extends over 27 countries (including Brazil). Those operations are more related to diplomatic trades than oil exploration, although the company has important fields in India, Turkey, Angola and Nigeria. The Export-Import Bank of the United States (Ex-Im Bank) is the official export credit agency of the United States federal government. It was established in 1934 by an executive order, and made an independent agency in the Executive branch by Congress in 1945, for the purposes of financing and insuring foreign purchases of United States goods for customers unable or unwilling to accept credit risk. The mission of the Bank is to create and sustain U.S. jobs by financing sales of U.S. exports to international buyers. The Bank is chartered as a government corporation by the Congress of the United States; it was last chartered for a five year term in 2006.[1] Its Charter spells out the Bank's authorities and limitations. Among them is the principle that Ex-Im Bank does not compete with private sector lenders, but rather provides financing for transactions that would otherwise not take place because commercial lenders are either unable or unwilling to accept the political or commercial risks inherent in the deal. Its current chairman is Fred Hochberg.

Export-Import Bank

The U.S. Export-Import Bank (Ex-Im Bank) is the principal government agency responsible for aiding the export of American goods and services, and thereby creating and sustaining U.S. jobs, through a variety of loan, guarantee, and insurance programs. Generally, its programs are available to any American export firm regardless of size. Similar banks, or export credit agencies (ECAs), are operated by a number of foreign countries[citation needed]. Many ECAs agree to conduct their activities by following a set of common rules and principles through their membership in the Organization for Economic Cooperation and Development (OECD); these ECAs are generally in the so-called "developed" countries. The goal is to permit exporters in various countries to compete on the basis of the quality of their goods and services, not on preferential financing terms. Other ECAs, such as the China Exim Bank (in the People's Republic of China) do not abide by the OECD rules[citation needed].

History

The bank was originally organized as a District of Columbia banking corporation by Executive Order 6581 from Franklin D. Roosevelt on February 2, 1934, under the name Export-Import Bank of Washington. The stated goal was "to aid in financing and to facilitate exports and imports and the exchange of commodities between the United States and other Nations or the agencies or nationals thereof", with the immediate goal of making loans to the Soviet Union. The Bank's first transaction was a $3.8 million loan to Cuba in 1935 for the purchase of U.S. silver ingots.[2] Congress continued the bank as a government agency, using a series of laws between 1935 and 1943 to place it under various government departments, before making it an independent agency on July 31, 1945 with the Export-Import Bank Act of 1945. On March 13, 1968, further legislation changed the name to "Export-Import Bank of the United States".[3][4]

Roosevelt created a Second Export-Import Bank of Washington with Executive Order 6638 on March 9, 1934, with the specific aim to aid trade with Cuba, and it was dissolved in 1936 with its obligations transferred to the first bank.[3]

Small Business Programs

The Export-Import Bank of the United States focuses much of its energy and resources to providing support to U.S. small businesses for export of U.S. made products. There are no transactions, in terms of dollars, that are too small for the Ex-Im Bank to consider. Programs aimed at this sector include Export Credit Insurance, and Working Capital Guarantee programs. From October 2005 through September 2006 the Ex-Im Bank authorized $3.2 billion in financing directly to U.S. small businesses[citation needed].

Export Credit Insurance

Export Credit Insurance from Export-Import Bank of the United States provides insurance policies to U.S. companies and banks to mitigate risks of non-collection from foreign buyers and borrowers. Risks covered include default due to commercial reasons, such as buyer insolvency and cash-flow problems, as well as political risks such as war, civil unrest and currency flow restrictions[citation needed].

Export Credit Insurance policies can be issued to companies directly exporting, or to banks lending to foreign buyers. Export-Import Bank of the United States has a special insurance program for small businesses, with no premium minimum, and a pay-as-you-go premium structure. This is often the most affordable trade credit insurance available for new and small exporters[citation needed].

Working Capital Guarantee

The Working Capital Guarantee program provides loan guarantees to banks willing to lend to exporting companies. The loan guarantee is secured against foreign accounts receivable, and against work in process and finished goods inventory destined for export[citation needed].

Direct and Intermediary Loans

The Ex-Im Bank provides two types of loans: direct loans to foreign buyers of American exports and intermediary loans to responsible parties, such as foreign government lending agencies which relend to foreign buyers of capital goods and related services (for example, a maintenance contract for a jet passenger plane). Both programs cover up to 85 percent of the value of the exported goods and services, with repayment terms of one year or more[citation needed].

Criticism

The Bank has come under criticism for allegedly favoring special interests ahead of that of the U.S. taxpayer. These interests include that of heavily subsidized corporations such as Boeing or Enron as well as those of well-connected foreign governments and nationals (such as a 1996 $120 million low-interest loan to the China National Nuclear Power Corporation (CNNP).[5]

However, the current congressional mandate for the Export-Import Bank of the United States is to focus on small business support[citation needed].

In 2007, WFAA-TV in Dallas revealed that the Ex-Im Bank had given at least $243 million in fraudulent loans to companies doing business with Mexico, including giving loans to companies with no verifiable address and individuals who were known associates of the Sinaloa and Juarez drug trafficking cartels.[6]

In February 2009, the Ex-Im Bank settled a 7-year long legal proceeding brought by Friends of the Earth, other NGOs, and various American cities. The plaintiffs claimed that the Ex-Im Bank and the Oversees Private Investment Corporation (OPIC) provided financial assistance to oil and other fossil fuel projects without first evaluating the projects' global warming impacts. In 2005, the plaintiffs were granted legal standing to sue these federal bodies. The landmark decision is the first time that a federal court has specifically granted legal standing for a lawsuit exclusively challenging the Federal government's failure to evaluate the impacts of its actions on the earth's climate and U.S. citizens.[7] In its settlement agreement, the Ex-Im Bank agrees to evaluate the carbon dioxide emissions as part of its determination for qualification for a project.[8]
