June 27, 2011 - Corps changes release levels on Missouri River Main Stem Reservoir System #2011MoRivFlood

OMAHA, Neb. – The U.S. Army Corps of Engineers is adjusting releases from Fort Peck, Garrison, Oahe and Big Bend this afternoon. The inter-basin reduction in releases follows a rise in Fort Randall reservoir elevations from 1,365 feet June 20 to a record level of 1,372.5 feet June 27.

Fort Peck releases will be reduced from 60,000 cubic feet per second (cfs) to 55,000 cfs; Garrison releases were reduced from 150,000 cfs to 145,000 cfs; Oahe releases will remain at 150,000 cfs for several more days; and Big Bend releases were reduced from 165,000 to 160,000 cfs and will be further reduced to 155,000 cfs tomorrow.

“These changes are part of our normal intrasystem regulation associated with managing reservoir levels, in particular with the high pool levels at Fort Randall,” said Jody Farhat, chief of water management with the U.S. Army Corps of Engineers Northwestern Division.

“The release changes and dates shown in the forecast should not be assumed to be definitive,” said Farhat. “Depending on inflows, releases could potentially return to peak rates even after being reduced for some period of time.”

These adjustments would reduce Fort Randall inflows and stem the rise of the reservoir elevation. The previous record for Fort Randall was 1,372.2 feet in 1997. This change will not have a significant impact on the Garrison pool level.

PIERRE, S.D. (AP) Monday, June 27, 211 8:16 am — The Corps of Engineers says that despite heavy weekend rains in parts of the Missouri River basin it expects the Oahe Dam reservoir in South Dakota to peak just a few inches below the top of the emergency spillway gates.

That means the agency wouldn't have to use the spillway, which is an earthen channel instead of concrete and subject to erosion. Jody Farhat with the corps tells South Dakota Public Radio that officials are trying to avoid using the spillway. The reservoir level is less than half a foot from the top of the gates because of heavy spring snowmelt and rains.

KCCR radio reports that the corps plans to increase Oahe releases to 160,000 cubic feet per second by Friday, then begin dropping them back the following Tuesday.

July 7, 2011 is scheduled for diversion through regulating tunnels to allow for routine inspection of spillway slabs at Ft. Randall Dam (dam upstream from Gavins Point)

Pickstown, S.D. —The U.S. Army Corps of Engineers invites the public to witness the diversion of surplus water out of Fort Randall Dam through the dam’s four regulating tunnels July 7, between 10 a.m. and 2 p.m.

“This is only the second time in history that such a high volume of water will be released through the regulating tunnels,” said Tom Curran, Fort Randall Dam operations manager.

The opening of the regulating tunnels will equate to a flow of approximately 120,000 cubic feet per second (cfs) through these 22-foot diameter pipes. The water will be diverted to allow for routine inspection of the spillway slab at the dam. The spillway slab is 40 acres of concrete with a thickness of 2 – 6 feet, used to carry water downstream and away from the spillway gates.

South Dakota Governor forms team to question the US Army Corp of Engineers regarding Missouri River Flooding

Corp of Engineers up releases at Oahe Dam at Pierre SD

The Missouri River is flooded in several states. But upstream in Pierre, South Dakota, the Army Corps announced it'll raise releases at the Oahe Dam another 10,000 cubic feet per second this weekend. That will bring it to 160,000 by Sunday.

"We are transferring flood storage from Oahe and Big Bend to Fort Randall, which has more storage available at this time," said Jody Farhat, chief of Water Management, U.S. Army Corps of Engineers, Northwestern Division. "The amount of rain has nearly filled the reservoirs, doing away with most of the flexibility we had built into our operations for this year," said Farhat.

The additional volume will be stored at Fort Randall, with the releases at Fort Randall and Gavins Point remaining at 150,000 cfs. Flows from the Fort Peck and Garrison dams will remain the same, based on current forecast, at 65,000 cfs and 150,000 cfs, respectively.

South Dakota Governor Dennis Daugaard says he is very disappointed by the news.

He says he's concerned and the state is working with the Corps to learn the impact this will have on levees downstream.

Daugaard has named two of his advisers to lead a team that will question the Corps and examine the management decisions that contributed to the flood.

With the initial work complete, the governor says the time has come to ask the Corps why this happened and determine if we can prevent it from happening again.
