UPI | Fred almost a hurricane in Atlantic

MIAMI, Sept. 8 (UPI) -- U.S. forecasters Tuesday said Tropical Storm Fred in the Atlantic Ocean is almost a hurricane and Tropical Storm Linda in the Pacific is moving very little.
