Cap and Trade Explained - The Short Attention Span Version - It's OK, we won't tell anyone you didn't know before...

Recent surveys about public perceptions of climate change and knowledge of cap-and-trade in the United States show that a lot of people out there haven't got the foggiest idea what's going on. Not Planet Green readers of course (nudge, nudge), but if you've got some less than informed friends here's the principle of cap-and-trade laid out in the most simple terms possible:

1) Government set a limit on the total amount of pollution that is permitted to be emitted into the atmosphere. In terms of cap-and-trade in regards to climate change, that's carbon dioxide. That's the cap. Emissions above that level result in fines.

2) Permits then get distributed to industry for a given amount of pollution. They can either be auctioned off (better, but polluters don't so much like this), given away for free based on historic levels of pollution (seemingly rewarding polluting industries) , or some combination of the those.

The idea is to set the initial allotment slightly below what's already being emitted -- the whole point of this is to reduce the amount of pollution, not just keep it at current levels.

3) If a company can reduce its pollution below the amount of credits it already has, it can sell those credits to some other company that's not doing so well on the reduction front.

4) This system essential creates an economic market where polluters have financial incentive to reduce pollution in the form of spare credits which can be sold or traded.

5) Over time the cap can be reduced -- hopefully at predictable intervals so everyone can prepare for it -- further constraining the amount of pollution that industry can emit.

December 2, 2009 - The Chinese authorities have given the clearest indication to date that they view the surge in gold to an all-time high of $1,217 (£730) an ounce as a speculative frenzy.

Hu Xiaolian, the vice-governor of the central bank, said Beijing would not buy gold indiscriminately.

“We must keep in mind the long-term effects when considering what to use as our reserves,” she said. “We must watch out for bubbles forming on certain assets and be careful in those areas.”

China announced this year that it had quietly doubled its gold reserves to 1,054 tonnes, the world’s fifth largest holding. India has also joined the rush, gobbling up half the IMF’s gold sale.

News that the rising powers of Asia are shifting a chunk of their fast-growing reserves into gold in a flight from Western paper currencies has emboldened investors to take out large gold bets on the futures markets or through exchange traded funds (EFT), leading to the parabolic rise in price over recent weeks.

However, officials in Beijing are aware that China’s $2.3 trillion reserves are now so enormous that the central bank cannot buy much gold without distorting the price, so they have adopted a de facto policy of buying in a calibrated fashion each time prices fall back to their rising trend line – “buying the dips” in trading parlance. Experts say that China is putting a floor under the gold price but does not chase rallies once they are under way ...

December 3, 2009 - The fight over global warming science is about to cross the Atlantic with a U.S. researcher poised to sue NASA, demanding release of the same kind of climate data that has landed a leading British center in hot water over charges it skewed its data.


Chris Horner, a senior fellow at the Competitive Enterprise Institute, said NASA has refused for two years to provide information under the Freedom of Information Act that would show how the agency has shaped its climate data and would explain why the agency has repeatedly had to correct its data going as far back as the 1930s.


"I assume that what is there is highly damaging," Mr. Horner said. "These guys are quite clearly bound and determined not to reveal their internal discussions about this."


The numbers matter. Under pressure in 2007, NASA recalculated its data and found that 1934, not 1998, was the hottest year in its records for the contiguous 48 states. NASA later changed that data again, and now 1998 and 2006 are tied for first, with 1934 slightly cooler.

AFGHANISTAN: 650 Quake-affected families become internally displaced persons (IDPs) in east


JALALABAD, 3 December 2009 (IRIN) - Dozens of families who lost their homes after earthquakes in the eastern Afghan province of Nangarhar in April 2009 have moved to an informal settlement for internally displaced persons (IDPs) and called for urgent assistance.

Two earthquakes measuring 5.5 and 5.1 on the Richter scale rocked Sherzad and Hesarak districts in Nangarhar Province on 16-17 April, killing 22 people, injuring 59 and destroying 290 houses; 300-600 livestock were also lost and 650 families made homeless, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA).

“We lost everything in the quakes so we could not live in Sherzad without a house in the cold winter,” said an IDP, Jamaluddin.

“We left our village because of recurrent tremors in the region and also because we were unable to rebuild our damaged houses,” Haji Wahab Jan, a representative of the quake-affected IDPs from Sherzad, told IRIN. He said hundreds of families whose houses and properties were destroyed in the quakes had moved to the edge of Chamtala Desert, about 30km from the provincial capital, Jalalabad.

Abdul Rahman Shams, director of Nangarhar refugees’ department, confirmed that “some families from Sherzad District” had gone to Chamtala Desert.

Aid agencies responded quickly after the earthquakes with food and non-food aid in April and May, according to OCHA and government officials.

However, some of the affected said the aid was too little and only met their immediate food and shelter needs.

“We lived under tents for several months but no one showed up to help us rebuild our houses and get back to normal,” said Haji Khair Mohammad, an elder from Sherzad District.

Plea for help

IDPs at the Chamtala settlement also complained about lack of access to drinking water, health services, education and jobs.

They were also worried about the onset of winter. According to the Famine Early Warning System of the US Agency for International Development, Afghanistan is already experiencing sub-zero temperatures.

“We call on the government and aid organizations to hear our voice and help us quickly,” said Haji Ajmal, another IDP representative.

Government officials said an assessment team would visit Sherzad and Hesarak districts in the near future to gauge needs.

“The governor has decided to assist the most vulnerable families after assessments are completed,” said provincial spokesman Ahmad Zia Ahmadzai, adding that land plots would be distributed in Chamtala Desert for IDPs unable to return to their homes.

The desert is also home to hundreds of returnees from Pakistan who are either landless or unable to go home due to insecurity and other socio-economic problems. They have been living in mud huts or tents there for over a year.

Afghanistan is vulnerable to natural disasters such as floods, avalanches and earthquakes which affect some 400,000 people a year, according to OCHA.

Haarp Alaska Conspiracy Theories by Jesse Ventura

New York- HAARP refers to the “High-Frequency Active Auroal Research Program”. It is located at approximately 62.39N, 145.15W near the town of Gakona, Alaska. HAARP project is funded by the US Senate and opperated by the US Navy & AirForce.

Jesse Ventura is hosting a program at TV stardom, that digs into conspiracy theories, including alternate views of what was behind the attacks of Sept. 11, 2001, and the purpose of a sprawling research center in remote Alaska. Therefore, Jesse Ventura and his team head north to the remote region of Alaska to confront the military installation, HAARP.

What is HAARP?

HAARP consists of phased array. Only partially finished the entire array will consist of 180 antennas and will be more power full than all other antenna array for ionosphere heating ever built. Ionosphere heaters simply use radio waves to heat a portion of the ionosphere which surrounds the earth, many already exist, but this is the largest ever.

Purpose of HAARP

The purpose of HAARP is to analyze the behavior of the ionosphere which is the part of the atmosphere that extends from approximately 70km up to as much as 1500km. This is done by transmitting a focused beam of radio frequency energy, at between 2.8 and 10MHz, directly at a point in the ionosphere between 100 and 350 km in altitude, basically within the “E” layer.

What Can HAARP do?

72,000 times more powerfull than the U.S’s most powerfull radio station. HAARP can focus all its radio waves into a single beam in the sky, which effectively exceeds its 3.6 Million watt power status. With this enormous power, the possibilites for use of HAARP are endless. Of course activists ,conspiricists, and enviromentalists all have different ideas for applications of this weapon / utility, both good and bad.

THE CONSPIRACY THEORIES

The conspiracy theories related to HAARP is pretty much same with the entire spectrum of the imagination of conspiracy theorists.

Earthquakes: It is assumed that HAARP has the capability to cause earthquakes at practically any point on earth. The reason behind is HAARP modifies the ionosphere and, consequently, modifies the magnetosphere. The magnetosphere is said to play a vital to the stability of the tectonic plates that float on the surface of the earth. A connection between HAARP and earthquakes is not scientifically proved yet, so far it’s only speculation.

Missile Tracking: Jerry E. Smith has written conspiracy books about HAARP which suggest that besides being a research facility, HAARP is now a full-fledged missile tracking system. He believes that HAARP can aim its radio frequency beam at will and that it is in violation of several treaties.

Missile Defense: The webmaster of RadarMatrix site suggests that HAARP is actually the Strategic Defense Initiative and is capable of destroying incoming missiles. There is simply nothing to support this claim and the suggestion that civilian scientists would be present and operating the HAARP facility seems improbable.

Weather Control: Like RadarMatrix, many sites belief that HAARP can control the weather. Again, there is no no scientific or logical reason to support this. HAARP does its work in the 100km-350km altitude range within the E and F levels of the ionosphere while all weather occurs in the troposphere which only extends up to about 14-18km.

Mind Control: There are some people who believe that HAARP can actually offer some kind of mind control or “mood” control. Jerry E. Smith has discussed this theory in his HAARP book. Certain extremely low frequency (6-11 Hertz) waves can cause a person to feel good or depressed. According to some believer of HAARP mind control, HAARP not only operates at these frequencies (rather than the 2,700,000 - 10,000,000 Hertz it is known to operate at), but also can do it remotely.

THE HYPE

There are many websites talking about HAARP and its enormous power and hence came to some illogical conclusions. Some of those incorrect information is:

1. Power of HAARP in Billions of Watts: Sites such claim that HAARP is capable of transmitting a billion watts and eventually will be able to transmit 4.7 billion watts, while the transmission power of HAARP is limited to 3.6 million watts.

2. HAARP has Ground-Penetrating Capabilities: This is also a vague concept.

There doesn’t seem to be any convincing evidence, that HAARP can cause earthquakes, control the weather, detect missiles, destroy missiles, or engage in mind control. These theories appear to be vague speculation from conspiracy theorists that cite each other as sources and, thus, build theories that have no factual basis. May be in future some theories will be proved having realistic value, until then you have to grasp more such speculations.

I have repeatedly warned that the "end of the world" scenario comes about if The Government cannot finance its operating requirements (e.g. interest cost exceeds income), as that event will result in an instantaneous "death spiral" of credit downgrades and ramping CDS spreads, which in turn drive up interest rates further, etc.

I have repeatedly warned that if we do not get our own house in order others will force it upon us, as we have given them the weapons to do so by selling trillions of dollars worth of Treasuries to overseas sovereigns and institutions over which we can exert no control (except by threatening to use our 6,000 nuclear weapons.)

This morning there's a nasty rumor on the wire - that Japan may be intending to sell US Treasuries ....

And while drops in world trade are nothing new, with a 5% drop in the 1982 and 2001 periods, as well as a more severe 11% contraction in the 1970s, the current plunge of over 15% YoY is truly unprecedented and demonstrates the fragile nature of "globalization." What the outcome of this fact will be, depends entirely on the traditional dynamo of world economic growth - the US consumer, and unfortunately he is still down for the count ......

This is all about the United Nations sticking it to industrialized nations and extract as much of our money as they can, with the power to take as much as they like whenever they like.
I really think people should be discreet … in this day and age anything you write, even privately, could become public and to put anything down in writing is, to say the least, indiscreet … It is another matter to talk about this to your friends on the telephone or person to person but to put it down in writing was indiscreet. So, the problem is that the scientists who rigged numbers and considered destroying evidence sought in a Freedom of Information request weren’t “discreet”.

Every single comment that an expert reviewer provides has to be answered either by acceptance of the comment, or if it is not accepted, the reasons have to be clearly specified. So I think it is a very transparent, a very comprehensive process which insures that even if someone wants to leave out a piece of peer reviewed literature there is virtually no possibility of that happening.

Now I’m no climate scientist, but how can you have “peer reviewed” anything if you have nothing to review…?
Scientists at the University of East Anglia (UEA) have admitted throwing away much of the raw temperature data on which their predictions of global warming are based.

It means that other academics are not able to check basic calculations said to show a long-term rise in temperature over the past 150 years.

I really hope the next Republican congress, senate, and president votes to de-fund the United Nations’ residency here in America so we can kick these lying, diplomatically-immune weasels out of our country, once and for all.

According to CNS News, Sen. Inhofe is calling on Sen. Boxer (D-Calif.) “to conduct hearings on a possible conspiracy between some of the world’s most prominent climatologists to, among other things, manipulate data on so-called global warming.”

Medical imaging tests expose patients to unnecessary amounts of radiation -- A University of Wisconsin (UW) study has found that patients who receive computed tomography (CT) scans for various abdominal and pelvic conditions often receive a slew of additional scans that are unnecessary and that expose them to excess radiation. The findings were presented at the meeting of the Radiological Society of North America (RSNA).

VA Hospital Botched Prostate Cancer Treatments in Nearly Four out of Five Men -- In 92 out of either 114 or 116 treatments performed (depending on the source), medical workers at the Veterans Affairs Medical Center in Philadelphia botched a procedure known as brachytherapy, in which radioactive seeds are implanted into the body to kill off malignant cells. In 57 of these cases, radiation doses too low to be effective were used. In 35 of these cases, dangerously high levels of radiation were delivered to the wrong part of the body. Some patients were the victims of both errors on separate occasions.
