North Korea fires more artillery towards South

North Korea fired artillery toward a disputed sea border with its southern neighbor for the third straight day on Friday in a move seen by the South’s president as a ploy by Pyongyang to put pressure on regional powers.
President Lee Myung-bak also said the North’s troubled economy was reeling under U.N. sanctions to punish its nuclear test last year, but he added that the destitute state was nowhere near collapse and leader Kim Jong-il was firmly in charge.
“There was the sound of about 20 artillery rounds above North Korean waters near (the South’s) Yeonpyeong island,” an official with the military’s Joint Chiefs of Staff said by telephone.
The North has fed hundreds of rounds of artillery this week in the direction of a disputed naval border with the South that landed in the North’s waters. The firing along the heavily armed border lined with thousands of artillery pieces has not resulted in any injuries or damage.

China has been consistently less than receptive to the administration’s pleas to contribute to the global economic recovery, putting stress on a relationship already plagued by clashing ideologies. Taiwan President Ma drives home beef trade policy to U.S. congressmen San Francisco, Jan. 26 (CNA) President Ma Ying-jeou drove home Taiwan's stance on banning imports of certain risky parts of U.S. beef to 12 U.S. congressional members over the phone Tuesday. Ma, who arrived in San Francisco Monday for an overnight layover en route to Honduras and the Dominican Republic for official visits, spent Wednesday morning in his hotel room talking on the phone with 11 U.S. senators and representatives to seek their understanding of Taiwan's beef trade policy. In the morning, he also met with San Francisco Mayor Gavin Newsom, who paid Ma a courtesy visit. Later in the day, Ma visited San Jose-based pharmaceutical company IMPAX, which is run by a Taiwanese expatriate. On his way to IMPAX, Ma also spoke by phone with another congressman on Taiwan's controversial partial U.S. beef import ban. Sources close to Ma's entourage said more than half of the congressional members to whom Ma has reached out are from agricultural states or constituencies. According to the sources, none of the senators or representatives represented the Obama administration. They were expressing their own concerns to Ma about Taiwan's policy toward U.S. beef imports. Ma did not ask the congressional members to lobby the Obama administration on Taiwan's behalf but instead briefed them on his government's stance in dealing with the beef trade row. He explained that Taiwan welcomes U.S. bone-in beef with the exception of ground beef and bovine offal over public health concerns, the sources said. The willingness of Latin American countries to challenge US positions indicates a slowly changing balance of power in the hemisphere. Soon after Arturo Valenzuela was confirmed as assistant secretary of state for the Western Hemisphere, he paid a visit to the Mercosur countries. Far from the diplomatic protocol to which the US is accustomed, in Brazil and Argentina, the first two countries which he visited, Mr. Valenzuela was not received by the president or the foreign minister in either country. In a press statement near the time of Valenzuela's visit, Brazil's Foreign Minister Celso Amorim criticized the US for being "extremely tolerant" of the coup and the de facto regime.
What seems most clear is that the US State Department remains mired in an outdated cold war mentality, failing to recognize and adapt to the profound and complex changes that have occurred in Latin America during the last decade. Unfortunately, there seems to be few signs that this will change anytime soon. ....

Which gets me to explaining that it's not just the ripping off of intellectual content that's an issue. Reviewing existing and possible legal measures to prevent or curtail the use of the Internet for terrorist purposes was the focus of a two-day workshop convened by the United Nations Counter-Terrorism Implementation Task Force (CTITF) in Berlin on 25-26 January. The meeting co-organized and hosted by the German Federal Foreign Office brought together experts from Member States, United Nations agencies, regional organizations, including the representatives of various European institutions, as well as from, academia and civil society.
