Depletion of the AFJP private pension funds confiscated only 14 months ago (and the devastating capital flight which followed that body blow to confidence) induced the Cristina Fernández de Kirchner administration to raid the biggest piggy-bank in the country, namely the Central Bank reserves, but the dubious legality of this move caused it to run afoul of various courts. But not only is the battle for the Central Bank far from lost (with a far less independent helm all but confirmed now that Martín Redrado’s exit is sealed), this month’s courtroom setbacks have supplied a powerful motive to go after the judicial branch, not excluding the Supreme Court itself (where Justice Carlos Fayt turned 91 last month) — the CFK administration has already identified its next enemy and target by coming up with the name of “judicial party” to smear independent judges.
The battle for the Bicentennial Fund to pass Central Bank reserves to the Treasury may have been lost (at the price of blackening the name of that historic milestone in the first days of the year) but not the war for those reserves.
All it takes is to abandon the sham that the reserves were required for foreign debt service (even if they had been used for their nominal purpose, the budgetary allocations to service debt would have been promptly freed for populist spending) and the CFK administration may count on enthusiastic centre-left support for laying hands on the reserves — not to mention provincial governors desperate for public works (and also vulnerable to the manipulation of being denied their federal revenue-sharing funds).
It is hard to believe that the opposition would be so naïve as to allow Central Bank reserves to be used by the state for lofty social projects and public works, only to see them vanish into Kirchner campaign coffers, but it is equally hard to envisage how cast-iron safeguards against this abuse could be created, despite the opposition majority in Congress — the prospects are not good.
A sagging public image and successive blunders do not rule out the possibility that this government could be losing countless battles but winning its war.

Not even Friday evening is dull. Come off it. Friday evening, when it comes to political news, should be a bore. Even hacks need to take a breather. Try telling that to Martín Redrado, the — suspended? fired? former? — chief of the Central Bank. Redrado held a press conference on Friday night and called it quits. “My time,” Redrado said, “is up.” It was a theatrical end to an ugly row between Redrado and President Cristina Fernández de Kirchner over the use of 6.57 billion dollars of Central Bank reserves to service debt this year.
But did the President sigh in relief after watching Redrado throw in the towel on television? No. Cabinet Chief Aníbal Fernández, even as Redrado was fielding questions from reporters in the plush hotel where he held the press conference, said that “for us the resignation does not exist, we must await the resolution of Congress.”
Did you get that straight? Yes, the President is refusing to accept Redrado’s resignation. Things are never simple when they aren’t dull.
The Central Bank case is a legal and political wrangle. Fernández de Kirchner fired Redrado by decree on January 7 purportedly after he voiced objections in private about the legal consequences of moving 6.57 billion dollars in Central Bank money to a Bicentennial Fund managed by the Treasury.

Salmon farming is a multi-billion dollar global industry Chile - New technology in fish farming 02 Feb 2010 The use of copper mesh in salmon farms is not only a mechanism against bacteria and fish diseases, but also reduces the generation of carbon for every kilo of salmon produced.
Accorging to Diario Financiero, Víctor Pérez, president of EcoSea Farming explained that thanks to antifouling properties from copper which do not allow the adherence of microorganisms and its resistance to attacks by sea lions, which reduces the need for maintenance, operational costs and fuel consumption decrease, the use of copper cages in fish farming could reduce carbon emissions by 20 per cent per kilo of farmed salmon.
Mr Perez said that in Chile there are 18 cages in use in Camachaca, Friosur and glaciers.
He said the company hopes to expand the business in 2010, wanting to close the year with over 60 cages installed across Chile. Salmon farming is a multi-billion dollar global industry facing considerable difficulties posed by growing pressure from environmental regulatory bodies. Because marine organisms grow on and "foul" synthetic nets, oxygen available to fish is reduced and infectious diseases and parasites can spread among the fish. The combination of copper alloys' antifouling, antibacterial properties, and mechanical strength leads to healthier fish without antibiotic use, prevents the escape of farmed fish due to attacks by marine mammals, and can reduce production costs by up to 30%. Copper alloy nets are completely recycled at the end of their useful life. |
