SIOUX CITY IA -- Many businesses, industries and government entities that built costly levees and dikes to safeguard their buildings against this summer's Missouri River flooding don't want to tear down the protective structures after the flooding subsides.... Brown noted a number of federal and state agencies have jurisdiction, including the U.S. Army Corps of Engineers, the Iowa Department of Natural Resources and agencies enforcing the National Environmental Policy Act.
